Actually...

If I remember right, those hoverboards are already out. They just won't work the way that we want them to until about 13 years or so...

Physics lesson...

Water is mostly dimagnetic, and is very slightly affected by magnetic fields. Most of the material in the ground is much more magnetically influenced, so it actually makes sense that the hoverboards in BTTF2/3 worked the way they did...

Economics lesson...

I think it's more that water is reflective, which makes for a whole lot of expensive compositing work with little reward.

But your way's good too. =)
